"A hero no matter which way you look at him, Mike Haggar is (technically) the original wrestler in the Street Fighter universe though he has yet to appear in the main series. He, however, has influenced the gameplay of plenty of other grapplers that have followed after him. The quintessential 'strong guy' in beat-em ups who was always on the slower end, but had the greatest power when it came to attacking. Due to his charm and multi-layered work, the endearing "Macho" Mayor has been a mainstay character in his own title series Final Fight and in the video game industry for decades."
Hailing from Manhattan, New York, Mike "Macho" Haggar was a successful and immensely popular wrestler in the professional wrestling circuit. His fame would hit a record high during the tumultuos time organizations were beginning to combine for greater rosters and power from the intense rivalries between them. He, along with many of his wrestling co-stars, were consolidated under one of the largest in the form of the CPWA (Capcom Professional Wrestling Organization); managed by Victor Ortega, its first champion. When Victor disappeared a large dark group called The Blood Professional Wrestling Association (BPWA) rose out of the power vaccum and tried to take over the CPWA. A series of epic clashes culminated into a world tour that would decide the fate of them both. With all its stars ready to rumble, the veteran Mike Haggar stood on the side of the CPWA determined to bring home the belt for the company and for the future of the young wrestlers he fought beside.
What eventually led to his retirement from wrestling, Mike began to show an interest in the well-being of his newly adopted town called Metro City. Crime there was on the rise and he felt that it was slowly deteriorating from years of neglect from the dirty cops and crooked politicians that only wanted the positions to line their pockets. He couldn't just stand by anymore and watch it fall to ruin. Plus, he wanted his daughter Jessica to finish her young adult years growing up in a good safe town with her friends. So he knew what he had to do. "Just another match; no matter the size or shape of the ring." Needless to say, with a true wrestler's determination, the charming and no-nonsense Mike Haggar put his candidacy up for the mayoral race of Metro City - and won by a landslide. Now he felt he could really do some good for folks besides just a picture or an autograph from an old pro; he could change their lives for the better. Unfortunately, not everyone shared that sentiment. This 'new blood' in the big seat at City Hall got the more violent citizens of Metro a little anxious. "Who was this 'straight-arrow' who wouldn't look the other way when it came to profits? How could he not want a cut of the action when everyone else before him got wise? Why won't he take the money?? Seems like he needs a wake-up call. But how do you get to a figure as public and well-loved as Haggar...?" One day when Mayor Mike was in his office he received a phone call at his desk that would change everything. It was some low-life laughing in his ear. On reflex, he almost hung up the phone till the voice dropped a bombshell: "Your daughter for your cooperation..." His heart plunged to the bottom of his soles. "What??" He barely remembers responding afterwards with his temper starting to gain ground. The scumbag had told him to turn on the closed circuit tv. The unclean visage of a punk who called himself Damnd filled it with a toothy grin. Right here. This was the reason why Mike became mayor of this city, for dirt like that and ultimately for...his little girl. And now they had her! They wanted him to 'play ball' and rollover to get Jessica back. How proud would his baby be to know her father cowered down to save her? Or to the city that desperately needs to fight back against these leeches more than ever. No, that's just not going to happen. He's taking matters into his own hands - with a little help from Jessica's friends. Looks like Mayor Haggar has one more phone call to make before getting that big wrestler's frame steamrolling straight to Mad Gear HQ. He's taking his daughter back AND this city! This is going to be for her and for anyone who's lost their own daughter or loved one to this trash in the past. No more! All scum are put on notice: You don't mess with the Mayor... And they're about to find out why.
